This business-critical transformation project involved the implementation of a Microsoft Dynamics 365 SaaS-based Core Financial Management System.The engagement focused on the delivery of a cloud-native platform that streamlined financial operations, enhanced reporting, and ensured compliance with government finance standards. The New Zealand Traveller Declaration (NZTD) initiative aimed to modernise the country’s border entry process by replacing paper arrival cards with a digital declaration system. Designed as a joint initiative between NZ Customs, the Ministry of Health, and MBIE, NZTD was critical to strengthening biosecurity, improving the traveller experience, and streamlining data sharing across border agencies.My role supported Customs in delivering key workstreams within this multi-agency programme, helping shape the delivery strategy and ensuring alignment between digital solution design and operational readiness. I worked closely with internal business leads, architects, and programme delivery partners to define business needs, manage risks, and maintain focus on inter-agency outcomes.The programme posed challenges around governance complexity, privacy, and integration with existing systems. I facilitated stakeholder engagement across government agencies, supported vendor coordination, and contributed to roadmap planning that balanced fast delivery with long-term strategic capability.NZ Customs – Border Systems Modernisation Programme
Transformation of Legacy Border Technology Infrastructure
As part of Customs’ wider transformation agenda, the Border Systems Modernisation Programme was launched to replace aging core systems with a future-fit, scalable digital architecture. The goal was to improve operational efficiency, security, and the capacity to manage increasingly complex international trade and travel demands.I was engaged to provide programme-level support across governance, planning, and digital strategy development. The role involved collaborating with solution architects, technology vendors, and enterprise PMO to develop phased delivery plans, coordinate dependencies, and support the development of a future-state operating model.A key contribution included aligning programme delivery with emerging legislative and policy frameworks while ensuring that stakeholder needs — from frontline border officers to partner agencies — were captured and embedded in the delivery lifecycle. The role also required structured risk management, benefit realisation support, and the development of clear governance artefacts for executive decision-making.This programme laid the foundations for Customs’ next-generation digital capability and positioned the agency to respond to future border security and trade pressures with agility and resilience.New Zealand Police OnDuty iOS App Development
New Zealand Police are world-leaders in mobility. This 18-month Agile project involved the development of next generation iOS OnDuty framework –the SMART and TCR applications for frontline policing. This project was groundbreaking on many levels (approach, timeline, technology), creating applications that will ultimately be deployed to over 6,500 front line police.
Agile was a new discipline at New Zealand Police, and our challenge was to create two parallel agile teams, a combination of contract and on-staff resources with varying degrees of experience with the agile approach and mobility into a well performing unit to meet business expectations.The role included setup of the 40+ person agile team (agile lead, development, business analyst, test analyst) across three centres, line management of four simultaneous agile project streams, ongoing process enhancement and the development of the scalable, operational agile model. We managed daily risk, issue mitigation and escalation, as well as financial management (budget control, forecasting and reporting) and steering group reporting/escalation, as well as multiple vendor management (Vodafone, Smudge, Hexagon SI) and management of inter-agency requirements.MetraWeather Weather-as-a-Service Broadcasting Product Development
MetraWeather were looking for to develop a new product line to enhance their suite of media products and engaged NW1 to develop the concept as well as project, and product manage the Weather as a Service unit. We were responsible for the creation of the business case through to board approval, the recruitment of broadcasting professionals, as well as departmental financial management; management of the studio upgrade project from vendor selection through implementation; the development of departmental how-to guides; and direction of broadcast graphics for on air delivery.
The project also included the strategic development, project and product management of ClipStore concept, including authoring of the business case and plan from concept to board approval. We were responsible for technical development, vendor selection, commercial negotiation and design, development of broadcast media, management of design resources, development of briefs from concept to technical delivery, marketing, and commercial development.
